Google needs about 10 clicks a day to learn what works. If your budget buys less than that, the estimate says so and suggests a smaller area or a higher budget. You can start small and change it any day.

Almost certainly not. The first two to three weeks are Google learning who clicks and who calls, and results swing during that time: a quiet week, then three enquiries in a day. Three things are worth checking in week one: that tracking is firing, that the budget is actually spending, and that the searches your ads show for look sensible. Insyt checks all three for you.
